The third contender for Langley City’s mayors chair is best known for trying to sue the City in the Supreme Court of Canada.
Serena Oh filed nomination papers Friday to run for mayor.
Oh has previously run for mayor in Langley Township in 2014, coming in a distant third and taking 5.7 per cent of the vote behind Rick Green and Jack Froese.
In 2016, she ran in a Langley City byelection after the death of longtime councillor Dave Hall.
Oh came in ninth out of nine candidates, receiving 57 of the 2,074 votes cast. Nathan Pachal won the race with 740 votes.
However, Oh insisted she should have won, claiming that at least 1,500 people were planning to vote for her.
She challenged the decision in court. Acting as her own lawyer, she lost at the B.C. Supreme Court, the Court of Appeal, and then attempted to get a hearing with the Supreme Court of Canada. The country’s top justices declined to hear her appeal.
“Most judges, they don’t actually know the law, I find,” Oh told the Langley Advance in 2016 as she began her legal challenge.

The repeated attempts at overturning the vote cost Langley City approximately $27,000 in legal fees.
Oh managed to pursue her claim despite having been declared a vexatious litigant. In 2012, a judge issued an order that Oh would not be allowed to launch legal actions without the permission of the court. Another, similar order was issued later regarding a lawyer Oh had sued.
A vexatious litigant is someone who habitually or persistently launches flimsy legal actions. They often represent themselves and tend to repeatedly appeal any rulings.
According to the provincial Ministry of the Attorney General, there is no registry of vexatious litigants.
