Earlier this week, the BC SPCA announced it had seized 27 horses from a Langley property for neglect. The horses are now up for adoption, and charges may be laid against the horses’ owners or caregivers.
But this is not the first time horses have been found emaciated or in poor condition in Langley. Should penalties be toughened against offenders?
